How their thesis has evolved

Across the period, Rick Rule’s view on oil moved from skepticism about price action and demand, to a contrarian interest in an unloved market, then to a more measured stance centered on chronic underinvestment, and later back to a more constructive view when supply disruption risk came into focus. His silver view also evolved from concern that a physical squeeze would not work against the exchanges to a more positive stance on the sector, especially the stocks, as pricing continued to lag underlying metal strength.

Turns skeptical on oil action

Oil · bullish → bearish (-86 pts)

Rick Rule said that oil is used every day, but emphasized that the market action in oil is not forward thinking. In that framing, he treated the price behavior itself as the key signal and became less constructive on the asset in the near term.

Focuses on underinvestment

Oil · bullish → neutral (-42 pts)

Rick Rule moved to a more neutral view by pointing to chronic underinvestment in sustaining capital at the oil industry level. He said the industry has been underinvesting by between a billion and two billion dollars a day, implying a future supply consequence rather than making an immediate directional call.

“the oil industry itself has been underinvesting in sustaining capital requirements to again depending on who you listen to between a billion and$2 billion a day”

Questions a silver squeeze

Silver · bullish → neutral (-30 pts)

Rick Rule said the idea that traders would ever actually catch the exchanges physically short so they get bought in for cash will never occur. His view became more cautious on the squeeze narrative because he believed the market structure would prevent that outcome.

“The idea that you will ever actually catch them physically short so that they get bought in for cash will never occur”

Leans bullish on disruption

Oil · neutral → bullish (+30 pts)

Rick Rule became more constructive on oil by focusing on what would happen if the ceasefire did not hold and floating inventory north of the Straits of Hormuz could not get through. He framed the setup as one where prices could move to a very different, much higher level if actual shortage replaced anticipation.

“if the ceasefire doesn't hold and that if the floating inventory of oil north of the straits of Hormuse”

Likes silver stocks more

Silver · neutral → bullish (+29 pts)

Rick Rule said that if silver trades sideways, the silver stocks can still go up because they are priced as though silver were cheaper yet. His view became more positive on the silver equities, based on the idea that stock valuations had not fully reflected the current silver price.

“If silver trades sideways, the silver stocks can still go up because they're priced as though silver were cheaper yet.”
